This is a side quest in the Longwythe rest area.
You can find Dave in the upper left corner of the area. He will ask you to retrieve some dog tags from a fallen hunter. After accepting this quest, you want to head to the lower end of the map and fight through enemies working your way left. After a few battles you will reach an item that is glowing bright red, this is what you are looking for. Return to town and give the item to Dave for an achievement.

Might be worth noting that you need to accept the main quest first at the motel, but not get in the car.

This an optional quest that opens right before you leave Longwythe. Speak to Dave in the upper left section of town, then retrieve the dog tag from the southern section. Everything is marked on the map for you.
