In the Ministerial Quarter Station part of the map. Follow the linear path around until it breaks off and then head north to find a lone woman near some portraits. When she offers to paint one for you, accept and watch the cutscene. Following the cutscene the achievement will unlock.

The, Pants, Party
You will run into a painter on the furthest West section of the map (past where you meet Camelia). There is a cactuar statue nearby, so you'll head here looking for that at some point anyway. Be sure to interact with the painter and they will do a caricature of you (hilariously, a screenshot from the main FFXV game), unlocking the achievement.
