I got this in an early battle with a Cactuar. I just ran around without attacking while my teammates killed the Cactuar.

When you enter combat, Noctis will automatically start attacking enemies if he is close enough. For this achievement, be sure to enter the "danger zone" that initiates combat (marked by a white border on the ground), then keep your distance and let your three comrades do all the work. If you win a battle and he never attacked anyone, the achievement will unlock.
