You get this in the third level by zapping the rain-dance guy with lightning.
1) Go to the far right screen, and in the lower right corner is a club. Pick it up.
2) Go to the middle screen and click the sun to turn it to night.
3) Go to the far left screen, and click on the gong while holding the club.
The guy will come out, dance, get zapped, and you'll get this achievement!
