You could just get this by playing through the game and eventually it will pop, but for those of you who want it quicker read on:
I found the first easiest level to get this on was level 49. It has about 9-10 gold or diamond sections that are easy to get at the very start. As soon as you have gotten them just restart the level from the pause menu and your progress will be saved. You can always check your progress from the main menu under the achievements selection.
This level is also good for getting:
The Archaeologist achievement in Fishdom 3: Special Edition (Windows) worth 14 pointsCollect 100 artifacts
as there are 2 "boxes" that contain artifacts you can get at the very beginning of the level.

Level 123 has a ton of gold and diamonds as well if you happen to be beyond level 49.

Units of gold and diamonds are buried inside dirt, and you can usually see gold flecks indicating that section of dirt has gold or diamonds inside. You're required to collect all gold and diamonds to complete a level, so this achievement is actually unavoidable while progressing to level 48.
