Best place to get this early is Rocky Lake. Go to Ferntastic Fishing. Make sure to get an advanced pass, and have a larger net. This is more expensive than the earlier lakes, but the trout pay fairly well.
This is a good place to get trophy trout as well. Out of my first 4 bites (all trout, all quick bites) I had 2 trophies.
My setup was the following. I used an OmniFloat 14'10". You need some stronger equipment, so make sure you can handle a 6 lb load. I used a CrucianHunter 3000, mono .009" 6 lb test line, a chubby float, a #3/0 hook with small minnows. I used a 50" lead.
Small minnows are expensive, 300 for 10, but the trout really like them. I've heard that medium or narrow spoons will work, but I haven't tried them yet. From what I've read, a #2/0 hook might work a bit faster, but a #3/0 will get more trophies.
