Start a friends only or open multiplayer session, No time limit. Catch 25 fish and the achievement will unlock.

To do this select multiplayer from the menu. You then have the choice of joining a session (as I did), or creating your own. Once 25 fish are landed in that session you get the achievement. Joining a session in progress may give you enough time to complete this or it may not. For that reason unless you plan to fish a lot of multiplayer sessions then I would do this in your own hosted session.

The simplest way is to start your own session, you want 45 minutes or more to land the amount needed. Less and you not make 25 and have to start over.

When I joined a session it had 40 minutes left and I had the default tackle you get when starting the game. Had bought 0 items. I left my carp rod and float rod in the water and switched to them when they went off, but spent most of the time drawing a surface lure across the lake for predators, between the lure rod and the float rod I caught 25 fish with two minutes remaining. I had played for a total of 2 hours at that point and wasn’t very skilled.

To add a few details to the other solutions: from the "Play Now" tab select "Multiplayer" and "Create New Session" (default option). I'm sure there are dozens of locations in this game where you can meet the requirements for this achievement but I had good luck with Lake Miller. Select "Change Lake" and pick Lake Miller. Then select "Change Lake Settings" and change "Ruleset" to "Number of Fish Caught" and "Time Limit" to "60 Mins" or "No Limit" (I chose "60 Mins"). When you're back in the lobby hit the start button to begin the session. The northern location has big fish (I've seen a monster muskie check out my boat after following the bait) but those are harder to land and put up a longer fight. I chose the western one. You won't catch a trophy fish here (but then you never know) but that's not the point here. Just south of the dock there are rocks along the shore. Park your boat within casting distance from them and cast up and down. When you get a strike you'll need to control the drag power with your left thumb by adjusting it up and down on the directional pad depending on the fish's dance, ideally always keeping it at the point where green fades to red, otherwise you may lose it. I've caught bass, trout, pike, walleye, crappie and salmon here. I got the achievement before 40 minutes passed. This is also a good location to go for
