Enter each of the 4 Online tournament leagues. You don’t have to catch any fish. After you pick your location in each category, exit the session and enter the next tournament. The achievement will pop once you enter the 4th league.

You may want to add that you'll need about 100 TP to enter each tournament, 400 total. You can earn that by catching fish in multiplayer for example.
