For the first phase this boss I would equip the sappers gauntlet and juke her into doing her red attack and shoot her, and get a couple swings in. Then quickly back up and repeat, as she is likely to go straight into another red attack. And use Enkis curse to rebuild your black powder charges.
The second phase you need to do the same but be very aware that she becomes way more aggressive in her swings, I ran around her waiting for a red attack and shoot. You also want to be more aggressive as she has a devastating floor attack that will stun you like Enkis curse can do, this attack will cover almost all the floor which is almost impossible to avoid. And she then follows up with an attack that can one shot you, or at least take over 3/4 of your health. My first run of this boss I got stun locked by this attack, but luckily on my second try with being much more aggressive with her I beat her before she could start doing that attack.
