Upgrading a pistol to Level 6 will require a lot of iron.
Level 5-6 alone needs 100 iron.
I had beat the game and my Nor's Pistol was level 5, but I did not have enough iron to upgrade to the last level.
Iron appears to be a limited resource in this game, so be careful of using it on weapons and armor you do not intend to use. Instead of starting a whole new game for this achievement, I consulted this interactive map:

General Tips:
*Save your Conscript's buttons, plates, and aglets to turn in for these big 27,000 reputation upgrades.
*If you are going for achievements be mindful of only upgrading the items you need for cheevos

Just unlearn skills when you beat the game to get these is what I did

Another thing is that once you’ve done an upgrade, as the achievement unlocks just press pause and quit to menu then load back in and you’ll keep all your resources. Don’t back out of the options where you can choose to upgrade talk etc as that will ‘save the upgrade you must quit out whilst on the dialogue options. Alternatively, you could just dashboard after the achievement unlocks

For this achievement, Nor's Pistol, Maurader's Pistol, Sunderer's Flintlock, Skirmisher's Pistol, and Firespitter all count as "primary" firearms.
