Here's a list of all the side and sapper quests needed for this achievement. They're not in order sadly, just the order they game puts them once completed. You can't talk to all npc's in the game, so just keep an eye out for anyone with a quest marker above their head. And remember to keep talking to your camp followers after they've been recruited, and coffee shop merchants after liberating hamlets.
