Each time you advance the story and reveal a new area, there will be a student to meet. They have a flying windsock above them so you can see them from a little bit of distance.
Bernard at the Verdant Bridge
Tanya at the Hill of Holes
David at the Bewl Roost
Kristin at the Mossy Boulevard
Yulia at the Sheltered Grove.
They offer missions to find various creatures, charm them, and bring them back to the student. They also offer timed challenges (generally easy) to charm a certain number of a creature. Those challenges and missions are worth wool that can go towards purchasing new outfits.
Yulia will be the last one due to story progression. The moment you talk to her, the achievement unlocks.
