You need to find all the Shiny Baubles to max out your flock size. Here's a map I made in MSPaint:

Accreditation: this map is using the data from https://videogames.si.com/guides/flock-all-meadows-whistle-l... - I found their pictures a bit small and preferred everything on a single image file so I made some changes. I tried to make it colourblind friendly if you're wondering about the colour choices
