the easiest location to get this done is at landmark 7 (the pavilions). just to the right of the marker atop of the hill.
there are an infinite amount of cinereous rustics. just go towards them, then stay still and wait for them to come back out of hiding and charm.
once you’ve completed the story there is also a feeder there to make it even easier.

Easiest way for guaranteed rustics - head to The Pavillions (7) and there will be lots of Cinereous Rustics circling around the stone structures. These will dart away if you move near them, so just stay still for a moment and wait for them to come back out, then grab em.
They also stay there at night time which also helps. You'll need around 25-30 rustics for the achievement.
