This should come early in your career. Around level 11 or 12 you will get the chance to flock many sheep. Keep them away from the ledges and try and gather them all together and this achievement will pop up. If a sheep dies you should just restart the level and try again.

Correction: Level 8 has a quota of 20 sheep, but has at least 25, flock them all together in 1 group, and you will pop the achievement as I did

Zavistic is right. I got in the same level but is very much easy to get on level 32. I finish with 35 sheeps.
