Do not be daunted by this long level, I took a little longer in my movements than the earlier levels and still managed to get this achievement easily enough.
I would recommend using the D-Pad for this these racing levels, as you have more control over your movements.
Furthermore, there can be some input lag, so you cannot just spam all of the movements at once.
Do note that the timer for this achievement starts as soon as the level begins, not after your first move, so as soon as you begin, you'll need to start moving.

Have done this level upwards of 30+ times with a timer of my own, completing it in 40 seconds at times and the stupid thing won’t unlock. Buyer beware, the timer in this game is off by quite a large amount. And the frustration just continues building.
After finally unlocking, i found resetting the game helped with the delay i experienced during gameplay after a little while. Playing on Series X for reference.
