I was going for winning the world cup achievement and got this as well.
Just select to manage all the top national teams, i.e. France, England, Brazil, Spain, Argentina etc. Set all your managers to go on holiday without adjusting anything in the tactics etc.
Doesn't really take luck, after all you are managing all the top players in the world at once. After the first tournament you qualify for you should get this achievement.
As a bonus you will more than likely achieve Win World Cup (100)

A good performance by your team will result in 5 players being in the team. A 4 or 5 nil win is usually about right. Dont' get alarmed if you win by 4 or 5 goals and only get 3 or 4 players in, because some weeks, the computer teams have really good games as well and edge you out of this one. Will come with time if you build up a strong team.
