Fairly simple, you do however need 30 million in the transfer kitty to do this and you can set it up as money over a period or initial cost. You don't however have to buy some one worth that much, just simply buy a 10 million player for that sort of money.
You can also simply save, buy your player, get the achievement and then reload.

Just like how above has done, but what i done because sometimes your club will reject a transfer because they believe the transfer is unjustified and will cancel it, or the player wont agree to terms.
So the easiest way to get this achievement is to take over a rich club like chelsea, real madrid etc, and also take over any other team of your choice and basically sell a player to your other team for over £30 million pound.
The reason why its easier to do it between two of your own teams is because you can then take the player back or get your money back as well as have the player by selling a poor player back for the same price.
