This is similar to "World Player Of The Year" achievement. A bit easier to get, as it seems that if you have a decent team that can challenge the top teams in Europe and your domestic league, you will get a player to win it.
ADDITIONAL TIPS

Keep your team troublemaker free as they will have a disruptive influence that WILL mess up the dynamics of your team. And it could upset some of your star players and will thus affect your performances and results.

Play with a formation to suit your squad, or build a squad to suit your formation. I always played a 4-1-2-1-2 (a diamond formations, I think known as a 4-4-2 attacking). Playing with a defensive midfielder, two wingers and one attacking midfieder.

Have a decent squad, but don't let it become too big, as you have to keep them all happy with first team football. The best way to do this is with versatile players, like Jamie Carragher who can play anywhere in defence and even in midfield, just like Hedwiges Maduro of Ajax.

This is very simple to do, unlike above il explain how to get this achievement.
When you start your game make sure uve put the Serie A, La Liga and the Premier League, you need to choose them because the european player of the year will come from one of their leagues, you could choose the German league aswell if you want incase you want to cover Bayern.
All you do is just play through your game in which way you want, being that on holiday or playing through it normally. When it comes to near end of the season before the european player of the year is announced you take over all top european sides mainly Chelsea, Man U, Barcelona, Real Madrid, Juventus, Inter Milan, and Ac Milan and its almost certain to be one of their players as its the same players that win it every season, and normally its the likes of Barcelona players that win it.

As an addendum to this, it is awarded before the end of the calendar year rather than the end of the season. I largely followed your guide, except I picked all of the suggested teams then immediately went on holiday and got it automatically. I picked up a selection of other achievements too. (I also picked England and grabbed the 40G Qualify for the World Cup cheevo).
