As the description says. Set the player who scores most of your goals to penalty kicker as well just to be sure. Only league goals count.

There are too easy ways of carrying out this achievement.
You can either wait until the last game of the season and then look at the goal scorers table and whoever has the top player or players you just then take over their teams and play the last game of the season and then you'll have the leagues top goal scorer.
Secondly, if you want someone on your team to achieve this, just simply for a few games throughout the season take over the opposition and places all their players to side of pitch, and put a forward in goal. Your team should put about 15 goals past them giving your players a massive advantage into the goal scorers table.

OK ive just come up with a massive save for FM06 this so far has worked on a few achievments.
Here is what you do!
start a new game english leauge.
one it has loaded add 16 player managers i chose lots of random teams.
Tottenham, Man City, Man Utd, Etc take as many big clubs as possible i chose a few championship teams just for the heck of it.
then the time consuming bit.
Put all managers in manager holiday mode i set them all to come back on 31st dec 2010 thats 5 seasons.
turn on tv and come back some time later.
so far its know to unlock
