I know this is and old game but seems I recently won this achievement and there was no solution to it, I thought I would try to help others out.
To get this achievement I started a new game with Australian league only (to make simulation go faster). Selected to manage Brazil, then simply went on holiday and Brazil went on to win the world cup and I won the achievement.
Obviously this method does require a little luck, if you wanted a more guaranteed method of winning you can opt to manage all the major nations then you have more chances of winning. Also turning off autosave makes things move faster. (This can be done in the preferences from the main menu).
