Unlike other achievements, this has to be done in one career. You have to win the top manager award in the highest division so being top manager during promotion challenges does not work.
Your best bet is to pick a top team in a top league. Forget your football allegiances! I picked Man Utd because they are useful for two other achievements (being top of the Hall of Fame is a lot easier if you take over from Ferguson and they allow 12 scouts which is good for the 75% knowledge achv).
If you win the league, you'll probably be manager of the year. I also made sure to win the Charity Shield and League Cup as well just to make sure. You can go on holiday as much as you like BUT when you get to the final game of the season, save your game, play the league match. The match will be on a Sunday. The next day they pick the Manager of the Year. You should win it (if you're on holiday at this point you absolutely have no chance of winning). If you don't, reload and create a new manager to take over the winner's job.
Win it five times and the achv will pop.

combine this with the Hall of Fame, 75% scouting, 20 cups and 10 seasons at one club achievements.

I got this in my first year of in the top division, so my manager of the year awards during promotion challenges must have counted.

Win as many trophy’s as you can in a single season, the double of league and cup should do the job. You will also need a bit of luck. You should get manager of the year, repeat until it unlocks.
