Theres two ways to get this - when an international manager either resigns or gets sacked, apply for the job. If your application is successful, you will be offered the job, thus getting the achievement.
Or you can be randomly offered a job by a nation to manage them and get the achievement that way. I applied for the England job and was unsuccessful, but instead got an offer from Denmark to manage them.
Unrelated to the achievement, but funny to share anyways, I had won EVERYTHING in two seasons and, somehow, I missed out on the England job to PETER BEARDSLEY! What do they say about the English FA not having a clue, eh?

When you see an international manger has been sacked or retired apply for that job, with a bit of luck they will offer you the job. You can continue managing your club at the same time as you manage a nation, so don’t worry about that. Your unlikely to get offered the job if your bottom of league with an awful record or if you haven’t had time to prove yourself, but give it a go anyway.

to find job vacancies : world > manager > jobs > snapshot and check available jobs
have looked at a few ways to get this and found the best way is to resign at a high point in your managing career and check available jobs and apply. your best bet is to resign around the time a big tournament is in progress as you'll have a few managers sacked due to them getting knocked out.
after the 2010 world cup 4 vacancies popped up, applied for all of them and 3 were successful. as soon as you get offered a job in the news, the achievement is yours.
