A lot of the time manager of the month is purely linked to your win percentage in relation to other managers. The easiest way to get this achievement is to choose a dominant team, such as Zebre in Italy, Bayern Munich in Germany, Barcelona in Spain, etc.
One tip is to pick a league with fewer games. Fewer games means a better chance to winning 100% of games in a month. Leagues such as Wales, Iceland and Holland.
If you play a longer career, you should pick this up in 4-5 in-game years using most teams.

Also wanted to add that not every league has a Manager of the Month award. The Bundesliga does not, so you cannot do this achievement as Bayern.
