During my career managing celtic, I kept an eye on the date. Around 8th July 2022, I searched for "world cup", went to stats and saw that Lukaku was top scorer. Using editor I transferred him to my squad and the cheevo popped after final.

If you go into the game, click FM, then Downloads and buy the editor for £3.59
