The easiest way I found is to start unemployed with global experience, then while you are in game, add a new manager that is a manager of an international team (preferably a smaller team like Bahrain). Immediately retire with the new added manager; you should be now be in control of your unemployed manager and the role of head coach for the international team should now be in the Job Center. Simply apply and wait a day or two for your achievement :)
