The goal of the season award does not exist in all leagues but it does exist in the English Premier Division.
You can check the award date under Awards > Goal of the Season.
Go on holiday until the day before the date (usually mid-May) and then save (CTRL + S). Go to the next day and see who won the award. Reload (CTRL + Shift + R) and add a new manager at the club and you should get the achievement the next day.
This method can be exported to any league that has a goal of the month award.
