The goal of the month award does not exist in all leagues but it does exist in the English Premier Divsion.
Go on holiday until the last day of the month and then save (CTRL + S). Go to the next day and see who won the award. Reload (CTRL + Shift + R) and add a new manager at the club and you should get the achievement the next day. Note, that the award may change if games are played on the last day of the month.
This method can be exported to any league that has a goal of the month award.
