Usually, when you start the game the clubs don't have this much in their transfer budget. So, the easiest way to do this is to create a new manager and start unemployed. Put your manager on holiday until 1st June 2021. Once you get to this point, add two new managers at big clubs eg Man City & Liverpool, one of these two should have a transfer budget of over £50 million

Pick a player who's worth around £50 million and put in a straight bid for £50 million with one manager, switch to the other, and accept it. Then make sure you agree whatever contract demands the player wants and a few in-game days later he should sign the contract.

Doing this will also net you the He's Signed, He's Sold and Splashing The Cash achievements as well.
