I got this doing a really simple method.

First it says beat four players. I created a knockout cup with max budget for the draft. I then added 3 other human managers. I thought I had made a mistake but this worked. It seems to be 4 players total in the competition not you vs 4 others.

Once you have 3 other human managers start the draft. (4 would be what the description says but I only needed 3). For yourself, pick a good squad that leaves you maybe 1 million left in your budget. The trick here is to only select maximum 13-15 players so you can maximise the average value of your selected players.

For the others three managers which you are also controlling, buy the most expensive players available and once their budgets run out, buy a bunch of players worth zero to fill your squads.

When it comes to playing the matches just put the zero value players against your squad and you will have the achievement after 3 matches (2 semi finals and a final).

Haven't tried this against the AI managers but same theory would apply. Add 3 (4 to be safe) AI managers, be sure to spend the least in the draft and then be sure to win the cup. Easier said than done but not filling your squad to 25 and only getting 13-15 helps be able to buy more higher value players.
