I done this by starting a new Career > Starting Job: International Manager > Africa (Not sure if you can do it with others) > Ivory Coast > Quick Start > Save before each game > Instant Result them all (reload if you lose) > make sure to finish 1st or 2nd in the African Cup of nations Qualifying.
Then just keep going till the final and make sure to win that for the Achievement to pop
