this is possible if you're managing a club as well as just managing a national team
after several tests i found it much easier to get this by managing a national team
EDIT: thanks to Killersquirelz for reminding me that you need to have unlocked national management for this method, which requires you to win an international competition
> start a new career > international team
> pick england > advanced set up
> advanced set up > pick first matches in champions cup 19/10/20
once game has loaded > tactics > set formation to 4-2-3-1 wide > set mentality to positive
> go on holiday until 21st november 2022 > once holiday has finished > save game
now a bit of trial and error here > go on holiday until 19/12/22
once holiday has finished >
click globe icon in top right >
click world cup > stats > player stats
first column will show players with most goals, and with any luck one of your players is probably in there, and with any more luck, top of the list. in which case this achievement is yours.
this may take you a couple of times or maybe more, but i still think this is the quickest way of getting this achievement. if one of your players hasn't got top scorer just reload your save again and go on holiday again until 19/12/22. rinse and repeat. using this method won't take you long at all, to get to november 2022 will take no more than 10 mins and reloading saves a few times no more than a couple.

To do this strat, it should be mentioned that you need to do the unlockable first that lets you start a career with an international team, which means you have to have won an international competition prior.

Having the unlock international management is a must.
Get to a few days before the world cup final, check the stats to see who is going to be top scorer. Then take over that nation, finish the world cup and voila

Got this today, a few things that might help:
I did this while manager of a club rather than a national team.
If my player didn't score I reloaded my game. If he did score and his team (Mexico) progressed I saved.
You will get an inbox message confirming your player has won the golden boot.
Joint top scorer still bagged me the achievement, the deciding factor was his playing time (minutes on the pitch).
Player must be in your senior club squad rather than reserves. It didn't pop until I moved him.
