Whilst I can't say for certain which leagues award this, the English Premier League does.
The simplest way to guarantee this is to select the Premier League as your only division, holiday unemployed until the last day of the season (usually 2nd or 3rd weekend in May) and make a save before the final matchday. Advance past the final matchday, then search to see who won the "English Goal of the Season" award. Reload your last save, retire from management, then add a new manager at the team who's player won the award. Advance past the final matchday, and the achievement will unlock, someone scoring a worldie on the last day not withstanding.

How do you go on vacation in this game? I've looked all over the preferences (the LT page), all over my Manager Profile bit and Club Info and cannot see a single place it gives me the vacation/go-on-holiday option....

You need to click on the date at the top, then go to Calendar, then press the menu button to bring up Actions, then one of the options there is to go on Holiday
