Fr this you need to increase a club's stature.
For me that was plus a half star. So if the club already is at 5 stars they can't be used to get this achievement,
If you're doing the promotion achievement in one of the bigger leagues with several divisions, like England, this will come naturally.
Otherwise the best way to get stature is to win the Champions Cup or Euro Cup in Europe, or any other competitions with that have a high star rating.
Winning the World Cup should work as well, but I haven't tested that, and with only one competition every year it's hard to build a significant reputation with a national team.

I cannot get this achievement to work at all. On my main save, with Sassuolo, I won the league, Italian cup, and Euro Cup II across multiple seasons. No stature gain
Then I made a booster save with Leverkusen and cheesed my way to Euro Cup win, still no gain.
Then I won the World Cup and Euros with Belgium, still no gain.
Which club did you use?
