For this one I played as Arsenal on the financial storm challenge and offered Saka for £40 million to other teams, once sold for £40 million the achievement went pop.

Financial storm challenge + Saka at £40m = Worked
Due to the nature of the challenge, players' value will be greatly deflated. Saka's value is around £28m-32m. Transfer him to get clubs interested, and then offer him to all the clubs that are interested at £40m. In my game, PSG made the bid and unlocked the achievement for me.
