You unlock this by making a profit from selling a player. The player must be someone that you bought.
Easiest way to do this is to make use of the scouting menu, and search for players with expired or expiring contracts (6 months). Sign them on a free so their buy price is 0. Subsequently, sell them off at any price to unlock the cheat and the achievement.
PS: It may be difficult to sell off a player whom you just bought, so this may take a season or so.
