This achievement can be unlocked vs AI.
Set up a league draft of 3 AI. Set draft limit to unlimited, but make sure to draft you players around the £30-£40m mark and only buy as many as you need. This should easily get you under the spending of the other 3 teams.
Then simply play the tournament, making sure to save before each game and reloading if you don’t win. It will unlock when you win the tournament.
