I’ve just popped this one myself, and even with having staff recruitment set to my back room staff, I was able to go to recruitment screen from LT menu, RB along to staff, picked a new chief scout who was free agent, offered him contract, he accepted and achievement fired :)

In game, they are already in talks with a new director of football. After simming for about 2 weeks, the achievement will pop! Easy 15G which will take around 3 mins.

To hire new staff you need to go to the 'Recruitment' tab in 'Navigation'. From there, go to 'Staff Search' by clicking L1 or R1. You can search for a staff member who is higher rated than the ones you already have or just negotiate with the first one you see. Once the negotiations are complete you must wait a few in-game days for them to join your club. Once they've joined, the trophy will pop.
