Pops as soon as the last match of the league has been played.
To make this easy choose a best team from the league, like Man City or PSG or Barcelona etc., and make sure your mentality in tactics is Attacking and quick result to Play For Big Win, save scumming if need to for bigger goals.
I personally done this in Iceland Division 1 when going for the domestic promotion, and made sure I was scoring more than the other good teams (in this case KV were scoring a lot so I'd save scum some matches to outscore them).
