Load up a save with PSG, mutually terminate the chief scout (or any staff member I don’t think it matters) and then head to ‘recruitment’ and scroll over to ‘staff search’ and replace him with someone else. Money won’t be an issue and the game only shows staff interested in joining you (if you want to be absolutely certain hire someone who is a free agent).

How do mutually terminate the chief scout? I don't see an option for that anywhere.

There are MANY staff spots to fill in Football Manager 2024 so this is a very easy achievement to pop.
Go to Staff and you will see a summary of all staff you have and any available slots.
For me I had an opening for a performance analyst so I went to Staff Search and then selected New Search and changed the Staff Role to Performance Analyst and searched.
Simply pick someone you want to employ and right click. You will then be able to approach to sign. Once you have agreed to contractual terms simply wait a couple of advances. As long as another club doesn't beat you to the punch, once the signing is confirmed your achievement will pop!
