Load up a game with PSG and offer out any players with the ‘wanted’ symbol on them (ensure they are wanted for transfer). When an offer comes in click ‘view offer’ and nudge it up by £1 and they should accept. Once you agree the transfer the achievement will pop.

Where do you go to see this information? Is this under Transfer Negotiations? I can't seem to find where to go.

@Jervistech - click on your player and go to the contract tab. It should say there what clubs want the player

I don't get what I'm doing wrong with this game. I've had players accepted by other teams and increased the money they are asking but no achievement has popped yet.
