Out of 6 play throughs. I came across my first when I played on Master difficulty. Don't know if the odds are super low on the other difficulties or if the mercenary caravans are only during master.
When you see a mercenary caravan on the map, send your party over to attack. Make sure who you select to attack doesn't have a merc companion already because after the battle a random merc will join your party(who ever was captured).
