In Chapter 2, The Primordial Oak, the first objective is to go to the Monastery. Once there, you'll get an objective to go to the Porter's Landport. Like Chapter 1, you'll get two quests from here to try to find out where the landboat is. Unlike chapter 1, neither requires combat or even a skill check. Feel free to split up.
After that, you'll have your combat objective. Return to the landport and you'll receive a landboat deed. You'll get your new objective, an offer to gather your party, and the option to launch a new vessel. Selecting yes will pop your achievement.
Probably less than 20 minutes into Chapter 2, but you do have to beat Chapter 1 first. Uncertain if it is missable.
