Look for scourge hex area called “bandit camp” and defeat the Bandit King during that battle. Mine was level 6 and he had 12 physical armor and two creatures with him. The game is randomized but this appeared in the “dropstone badlands” area of the map during the “for the king” campaign for me. This also appeared for me in the “Frost Adventure” campaign.

I unlocked this by defeating him as part of the level 6 boss fight on Hildebrant's Cellar (the endless dungeon mode). I guess that the encounters are randomized but still, I think it worth mentioning
