The Songstress is a scourge that was introduced with the Into the Deep campaign. I believe it is the only mode she appears in as well. I have not seen her appear in any of the other campaigns or modes.
She works just like any other scourge - she will randomly appear in your Into the Deep campaign. Her icon will show on the timeline, and her haunt will appear on the world map. You can either locate her haunt by exploring the map or using Vision scrolls, or wait until she activates and reveals the haunt herself.
That being said - I was two Into the Deep campaigns through their entirety and killed every scourge that appeared without having her spawn. She isn't a guaranteed spawn, just cycled in as a random chance. In my third campaign she ended up being the first scourge on the timeline. So, if you don't see her in your first run, just try again. You did nothing wrong other than get cursed by bad RNG.

It is worth pointing out that her haunt is a blue and yellow tower (looks like a lighthouse) that occupies a single ocean tile similar to sea caves, kraken wards and lighthouses. Don't do what I did and spend two entire games revealing every single tile in each biome trying to find her.
