The hidden signals are found by following a green radar that appears on the top left side of the screen. You'll need to be in close proximity of the signal itself before the radar will actually appear. When all 3 bars are full, the center circle will turn into an . Look around and try to find the glowing green device that is giving off the signal. It'll be a green electronic device that you're looking for. 

Once you've found it, hold  to collect the signal. You'll get a decent amount of Firmware that can be used towards your upgrades. In total, there are 23 signals that you need to collect. All 23 must be picked up on one full run of the game. Using Chapter Select to clean them up won't unlock the secret ending. If you've picked up all 23 in one run, the very short secret ending will play after the credits. The chapters the signals are located in are as follows:

Signal 1 (Story Related) and Signal 2: Chapter 3 - Securtech Inc. 
Signals 3-7: Chapter 4 - The Lussuoso Club
Signal 8: Chapter 5 - Meeting Kyklos
