The ability to lift enemies is a implant upgrade (bottom middle) that costs 2 experience. Once unlocked you have to bind it to either 
or 
then aim at an enemy with 
and press whatever button you bound to lift them.
You don't actually have to lift 25 unique enemies and instead you can just lift the same enemy over and over. I'd recommend when in a combat section just waiting till there is one enemy left then you can just farm out your lifts without having to worry about getting attacked.
After using lift 50 times you will also unlock:
