To get Deal Breaker do the mission "The Prisoner" with Isabeu, look for the frog in the first part of the mission and pay 2 coins to get a package. In the final part of the mission, get rid of the guards at the watchpost and use Isabeu to find the messenger, give him the package and Isabeu will learn the skill "Deal Breaker".
