All of the "skill" achievements are incredibly easy and you shouldn't even have to try for most of them. In the case of "near miss" skills, just cruise around in free roam and drive really close to cars on the road. This is probably the easiest skill achievement in the game.

You'll know when you have performed one of the "skills" because it will display a little score near the top of the screen for it and say which skill it is ("Good [skill]!").

Simply come as close to other cars as possible while driving in free-roam or in races. Do this 25 times to unlock the achievement.
