Burnouts are as they say, a burnout from a stand still.
Whilst stationary hold
to initiate a Burnout and once 'Burnout' has come up on the screen stop your car. Let the skill chain end and then repeat until you have performed 10.

All of the "skill" achievements are incredibly easy and you shouldn't even have to try for most of them. I unlocked this achievement during a race because you burnout pretty much every time you start.
You'll know when you have performed one of the "skills" because it will display a little score near the top of the screen for it and say which skill it is ("Good [skill]!").

Stop then hold down LT/RT let got of LT and burn rubber do 10 times and pop

Simply hold the brake 
and press the accelerator 
to perform a burnout. Do this 10 times to unlock the achievement.
